Impact of climate change

Millions in South Asia face a grim future marked by disastrous weather events, hunger and disease.

In a just released report, the World Bank has observed that the wages of climate change are already being paid by people around the world, hitting its poorest the hardest. The report notes that "South Asian countries and its poorest people are at the highest level of risk."

As evidenced by the recent Uttarakhand deluge, the combined effect of rising temperatures, extreme weather events and increasing sea levels is taking a serious toll on the beleaguered economy of South Asia. "The lives and livelihood of millions of people in the region is at stake," the report warns. "The bad news is that such impacts will continue to intensify".

Threats to populations across the region will arise not only from a gradual change in temperatures and sea level but also from increased climatic volatility, including fiercer floods, droughts and storms. The fourth assessment report of the Intergovernmental Panel on Climate Change says that, "Climate change caused by rapid urbanization, industrialization, and economic development will compound the pressures on natural resources and the environment."

Glaciers in the Himalayas could melt at even faster rates triggering monster storms and driving up mortality from diarrhea, which is associated with floods and droughts. The report predicts that water resources within the next two to three decades are likely to decrease by as much as 30% in South Asia by mid-21st century even as rising sea levels lead to inundation, storm surges, erosion and other coastal hazards.

Questionable appointment

Dear Editor,

Few months ago many teachers were appointed in Raga area under SSA without conducting any interview. There was no any formal notification against the post lying vacant. No one knows on what basis this kind of illegal appointment is being done? It is assumed that more than 30 candidates have been appointed as SSA teachers, some in for the post of A/T and some for J/T. The question that arises in the mind of everyone is how on the basis of waiting list appointments are being made? If appointment is being done on the basis of waiting list as claimed by them then where is the name of waiting list candidate in recent appointed SSA teacher list? Why concern authorities of our area kept hiding several vacancy posts where as there are many waiting list candidates? Why concern authority did not conduct an interview? Why they did not publish any advertisement against vacant post in local dailies? There are several candidates who have already attempted several times, many even qualified in written test but they are yet to get job. Now the concern authority of Raga area appointed many teachers without conduct of any interview and appointment is being done internally on the basis of favouritism and in injustice manner.

If there were several posts lying vacant why they waited so long? If it is newly created post why they did not publish any kind of advertisement? This appointment is totally illegal and I appeal all the intellectual, educated and enlightened people of Raga area to open up their eyes from long slumber and let’s join hand to fight against this kind of corruption. The silence of All Raga Area Student Union (ARASU) against such illegal act is questionable. I also appeal Arunachal Law Student Union (ALSU) and All Lower Subansiri District Student Union (ALSSU) to take this issue as serious account and appeal higher authority for cancellation of illegal appointment of SSA teachers and publish fresh advertisement for conduct of an interview against vacant post as early as possible.

Yours,

RD Joint director is illegally appointed

Dear Editor,

After going through news item published on 21.07.2013 by one Lokam Kani, BDO Damin cum self style President of Arunachal Pradesh Block Development Officers Welfare Association ( APBDOA ) and others regarding appointment of Joint Director ( Agri & Allied) in Rural Development Department, we the BDOs expresses shock and surprise to see their statement in the paper. The statement made in their appeal letter addressed to President ALSU by self style president of APBDOA is baseless and done for their vested interest without knowing pros and cons of the department. Soon after appointment of Joint Director ( Agri. & Allied ) there is no peace and cold war is going on inside department, as a result it hampers the day to day functioning of the departmental works. Besides, there is no association called BDO association in Arunachal Pradesh. There are many corruption cases lodged against Mr. Lokam Kani, BDO Damin by the public of Kurung-Kumey district. These cases are under investigation and some are lying pending with the Chief Secretary of Arunachal Pradesh. The appointment of Shri T.T. Dagium, a junior most Horticulture Development Officer (HDO) of Daporijo, (Placed in Sl.No. 94 in Seniority list of HDO) as joint director is totally illegal. We support the voice of Arunachal Law students Union (ALSU) and request them to continue their demands. We also demand the Govt, for immediate removal of Present Joint Director (Agri-Allied) from the RD Department. In this connection, All Arunachal Pradesh Rural Development Employees association (AAPRDEA) has already filed case at Hon'ble High Court Naharlagun challenging against the Govt, decision. Therefore, we appeal the Govt, of Arunachal Pradesh to withdraw the appointment order of Joint Director (Agri. & Allied) to avoid further complicacies.

Mariyang town faces encroachment heat

Dear Editor,

Through your esteemed daily I would like to ventilate my sentiment against unauthorized occupation of Govt. land at Mariyang especially Solung general ground and helipad.

It is a fact that the unauthorized occupation of Govt. land by the public mainly started in the year 2001 -02. Strong reaction to such illegal acts, the university, college and school students of Mariyang area had organized a two days general public meeting at Mariyang in the month of October 2003 which was Chaired by Tapik Pertin the then EAC Mariyang in which 9(Nine) point resolution was adopted and submitted to the SDO, Mariyang, DC Upper Siang and Director land management, Govt. of Arunachal Pradesh, Itanagar for immediate action and compliance but no action was taken.

By the year 2011-12 again same culture started where it’s been observed that general playground, Solung ground and Helipad has become target of encroachment by some individual. It is pertinent to state that the general playground of Mariyang was constructed and developed by Yapsing and Yabak Banggos without Govt. assistance and it was done with locally made tools and therefore everyone of us should give the respect and honour to those who had dedicatedly spent their time and energy for today’s young generation by keeping it free from illegal occupation.

Every individual whoever may have occupied Govt. land illegally are known to each other within Mariyang Township. We also know why they are not evicted. Only the reasons for not evicting them are due to the inefficient administration and undue favour shown to relatives. In view of above, I ardently request to the higher authorities to take immediate action and if no action is taken then remaining people who are waiting for law to take action will start to occupy the Govt. land and ultimately Mariyang town will be the land of 100% private person.

Yours
